Business Formation in the Lima Metropolitan Area: Post-pandemic Trends and Challenges (2022-2024)

Abstract

This study examines the trends and challenges in business formation in Lima Metropolitana between 2022 and 2024, post-pandemic. Through a systematic narrative review of academic and official sources, growth patterns were identified in technological sectors (e-commerce, fintech) and resilient services (health, logistics), driven by digitalization. However, administrative bureaucracy, tax burdens, and legal insecurity remain major barriers for entrepreneurs. Public policies, such as "Emprender.pe," had limited impact due to insufficient outreach. Recommendations include simplifying registration processes, designing targeted incentives for emerging sectors, and promoting longitudinal studies to assess post-2024 evolution. The analysis highlights the need for agile policies and comparative approaches with other Peruvian cities to strengthen the entrepreneurial ecosystem.
