Public Administrative Limitations in Business Development in Piura: A Case Study (2020-2023)

This study examines the public administrative limitations hindering business development in Piura (2020–2023), combining qualitative and quantitative approaches. The findings reveal four key barriers: excessive bureaucracy (e.g., 140-day delays in procedures), inefficient regulations (duplicate requirements for exports), lack of transparency in tenders (reports of favoritism toward allies), and limited access to infrastructure (poor connectivity and energy in rural areas). These factors reduced investments, stagnated regional GDP, and perpetuated informality (only 30% of businesses are registered). The pandemic worsened administrative delays by closing in-person services. Recommendations include implementing integrated digital systems, simplifying sectoral norms, strengthening accountability mechanisms, and promoting partnerships between institutions and business chambers. The study emphasizes the need for targeted public policies focused on modernization and transparency to boost Piura’s competitiveness.
