The impact of citizen participation on the administration and quality of spending in the Regional Government of Ayacucho during the year 2021.

Abstract

Citizen participation is a constitutional right and duty. Its role in public management is crucial, since it not only implies an active involvement of the population in the administration of collective resources, but also contributes to the monitoring of authorities and the consolidation of democracy. The objective of this research was to establish the impact that citizen participation had on the administration and quality of spending in the Regional Government of Ayacucho during the year 2021. The study was carried out adopting a quantitative, non-experimental and cross-sectional approach. The population analyzed consisted of 358 workers of the Regional Government of Ayacucho, who performed functions with homogeneous characteristics. Among these, 51 employees were chosen by convenience, with non-probabilistic sampling. The technique used was the survey and the instrument was a questionnaire designed with 21 items. A pilot test was applied to 20 of the selected employees to measure the validity and veracity of the instrument.
In addition, the opinions of experts in public management and governance were obtained. As a result of the research, 78.43% of those surveyed rated the relationship between citizen participation and administration and quality of spending as “fair”, while 15.69% considered this relationship to be “good”. This leads to the conclusion that the greater the citizen participation in public management, the better the administration and quality of spending in the Regional Government.
